Converting RAW image files to any plainly structured bitmap image (like TIFF), is a one-way process.

Many RAW images do not have a simple straight forward array of vertically and horizontally aligned pixels, with each pixel having its own RGB values. So that's why software to edit images first needs to convert the RAW's arrays of values into 'normal' pixels. This calculation is arbitrary and sometimes even proprietary, hence the option to enhance the image while processing it.

Going back to RAW makes no sense. It's like trying to go back and retrieve the flour, eggs, butter, and milk, after baking the cake.

Adobe tried to offer a generic and RAW format: DNG, to serve as a replacement format and open umbrella for all kinds of RAW-like arrays, and offer the option to save other RAW and image formats into this one. But camera manufacturers tend to hold on to their own formats.
