Adobe Muse has been announced "End Of Life" and isn't updated anymore, apart from some crucial bugs of changes to keep supporting current security requirements and operating systems.

Photoshop and Illustrator are general purpose imaging applications, offering some features geared towards creating imagery for web design, but in no way a web design application.

The Adobe application which will suit your need to design websites (and apps, and many other screen-inclined applications), is the new Adobe XD !

Please note: just like many other web design tools nowadays, XD is only concerned about the designing – not about the producing/building !
