To capture any freeform drawing gestures, nothing beats the hand with a stylus !
So any device offering such capabilities is preferred for doing that kind of tasks. And a graphics tablet is just a hindrance between your hand and eye, since drawing and viewing is still separated. The best device is an on-screen drawing experience, like with an iPad, or a Windows hybrid tablet/notebook.
For many other tasks, a stylus or just fingers on a touch screen are the best. Of course, a mouse isn't that bad, and even the keyboard can be useful (when typing lots of text or numbers, or using shortcut keys to do something real quick).
So it's a mix, depending on what your task(s) and actions are.
