You can't. The (typo)graphical language inside the PDF is visually far more precise, and capable of visualising features which are simply not possible with HTML and CSS. At least, not in a way in which i.e. texts remain texts (and don't become images). That's why browsers have extensions, plug-ins, or built-in support for PDF viewing.
