You're using the wrong tool and the wrong export format...
InDesign is just a very rudimentary tool for animations. It's more geared towards creating simple build-ups and interactions for digital publications. And GIF is a cult-like file format for animation, because of its low-quality compression method.

If you're serious about creating a decent animation, consider other tools like Tumult Hype on Mac (very easy and versatile) or Adobe Animate on Mac and Windows (not so easy but very powerful). Both can also output to GIF, as far as the format reasonably allows it. To some extent Photoshop might even be useful.

It you really want or need to stick with InDesign, then use a screen capture tool to record the playback a preview of the animation (or the end result as an ePub FXL or Publish Online rendition), and compress it with any online tool for GIF.
