First, you need a tool which can interpret the "PS" part (PostScript). Applications like Adobe Illustrator can do that perfectly.

Note: some online tools simply 'rip' the encapsulated "E" part (the preview) from the file as a bitmap resource for the PNG. But this is not a very good method, since these previews are often very coarse in resolution and color depth.

Next, the object/vector based drawing needs to be converted into pixels. Illustrator can also do that by exporting it as a file or as assets, with several options.

But in case you're converting the EPS file for use on the web, then it might be wiser to save it to the modern SVG file format. This will retain its vector based information (thus endlessly scalable) and probably a much smaller file than a PNG !
