For image frames:

Simply turn the option off when you have an image frame (with or without content) selected. This works for that one specific image frame. If new frames seem te be default set to Auto-fit, then there's a setting under the Object >; Fitting >; Frame Fitting Options, which sets the default for any new image frames in that specific document. If you want to set it for all new documents, then set it accordingly without any document opened.

For text frames, it's similar, but look under the Object >; Text Frame Optionsmenu.
