Probably not. Video capture happens in raw data, with processing for compression, immediately after capturing and right before storing the stream, or afterwards with the stored data. Immediate compression is a delicate matter, and always about professional compression schemes – no lousy GIF, please...
Hypothetically, it would even be difficult to compress video into GIF immediately, because the software should need to apply a color lookup table (a custom set of 256 restricted colors), which can at best be defined when the video is available at full length.
