I.m.h.o. it often represents a scam.
Such a logo is in every way just a poor rip-off of what it pretends to be. It's fake, a make-believe visualisation, trying to mimic the appealing specular reflection of gold (or silver).
The company or entity it stands for prefers to associate itself with some scarce and valuable material, in stead of being a more though-through symbolic depiction of their business and intentions.
So all in all, I don't recommend using it. Even when it's technically possible to let the golden logo shimmer on a screen, or fabricate embossed gold or silver foil in printed promotion, or use glossy dyes and plastics, it will never be the real thing...
