1. as the end-user of the task(s) you provide,
2. or as the client of your service as designer ?

1. EVERYONE, possibly.
2. EVERYONE with money.

Many people think graphic designers love to do their job for free, because it looks like fun, and it just seems not to be that difficult. So beware of people asking you for free services. Don't give in – just state your rate or fee, and see what happens...
