They give you a good idea of what it looks like, how you can use it, and how you walk through it. But it's just a model, a mock-up, a make-believe rendition of what the app might become...

Just like the constructor and plumber and electrical still have to do all the real building, plumbing, and wiring, developers still need to do all the app building and coding and hooking up to databases and all.

But because such craftsmen are very expensive and scarce, we try not to ask them to build preliminary test versions. We can create pretty good simulations of the app with those design tools.
